2026 INCIDENT ACTION PLAN (IAP)

The safety of our racers, volunteers, spectators, and crew is a top priority at the Portland Adult Soapbox Derby. While we don’t anticipate any issues, we believe preparation is the best way to keep everyone safe and ensure the Derby runs smoothly.

This Incident Action Plan outlines the procedures, emergency contacts, and response protocols to follow in the event of an accident, medical emergency, safety concern, or other incident during the Derby.

PROTOCOLS

1. REMAIN CALM!

2. Alert Track Safety on the radio that there is a CRASH and indicate course # on track.

3. Unless it is unsafe to do so, remain on the scene until Track Safety arrives.

4. DO NOT move the car or person driving or passengers in the car until assistance arrives unless it is unsafe to remain in the area.

5. Keep the crowd/spectators away from the scene. We do not want their help. 6. Wait for Track Safety to get further instructions about how to proceed.

2. Alert Track Safety on the radio that there is a medical concern (Location, brief description of medical episode)

3. Unless it is unsafe to do so, remain on the scene until Track Safety arrives.

4. DO NOT move the injured person unless there is danger of further harm

5. Stay with the injured person until Track Safety arrives to assess the situation and get further instructions.

1. If a spectator reports a child is missing, notify over the radio to the Track Safety and Law Enforcement. Once the Track Safety arrives they will get a description of the child to call out over ALL Bullhorns on the track. The meeting spot will be at the FIRST AID BOOTH at Mid. Mountain. When the child is found the Track Safety will deliver the child to the First Aid Booth.

2. If A Child reports he/she is lost, notify over the radio to the Track Safety and Law Enforcement that you have a lost child. The Track Safety will arrive and get a description of the parent he/she is missing. Then we will call out on ALL Bullhorns that we are looking for a parent. When the parent reaches a “Course Marshal” have them go to the First Aid Booth and wait for Law Enforcement and Track Safety to gather the child and make sure the child is going to their parent.

3. If 20 minutes have passed and the LOST CHILD is not found Law Enforcement and/or Track Safety will call 911.

4. When the Child is reunited with the parent Law Enforcement, or Track Safety will indicate all Clear on Radio.

2. Notify Track Safety that you have spotted a “FIRE” and what Station # on track and they will be the quickest to respond. Law Enforcement notified at the same time.

3. Call 911

4. The Track Safety will await the arrival of the fire department.

5. Extinguishers will be held at the Info Booth in the Pits, with Mobile Track Safety, at the Mid Mountain First Aid Booth, and at the Tow Back Staging Area.

6. Keep people back and away from fire! Reassure them that help is on the way.

1. If ANYONE starts a violent act, displays a weapon or is threatening harm, contact Law Enforcement, Security & Track Safety over the radio to report the incident.

2. Give details about the person, last known location and the direction they were traveling in. A brief description will be helpful to locate the person.

3. If the situation warrants, begin to remove the spectators from the area. Law Enforcement and “Safety Crew” will indicate to you how to proceed.

EMERGENCY SERVICES:

Parking is available for any on duty AMR, Portland Police, or Portland Fire Rescue near the finish line at Reservoir 5. Parking will be available to facilitate emergency services to spectate and still be able to respond to calls for service.

Emergency access: Access via SE Salmon St and SE 60th Ave entrance. Access will be near ‘Reservoir 5’. Track Safety personnel will either transport the patient to this location for additional care by AMR and PFR or if the patient is immovable Track Safety will escort AMR and PFR to the patient from the finish line gate.

THERE IS NO ACCESS FROM SE BELMONT AND THE MT TABOR INFORMATION CENTER.
